I have the same exact issue. Called Microsoft to pelo avail. They said I pelo longer have access to the "new outlook" since my email is AOL. It has to be a Microsoft application, i.e. hotmail. Have to go back to using the "classic" version.

Hi, I keep getting “too many requests” when I try to login to my Hotmail account. I eventually recovered my account and changed my password but it is still happening. While I was able to get onto my account I did find a email that was apparently sent from my own email account that said they wanted money and they have information on me but I assume that is spam and I also went onto my login history and saw a lot of unsuccessful attempts to log in to my account.
